A little noticed increase from 5c to 10c in the concession rate for printed matter to Belgium took effect on May 1, 1927.
These picture postcard writers, who sent their postcards as printed matter, apparently were unaware of the rate increase. Each was taxed double the 5c deficiency, providing us with lovely two-color insufficiently paid picture postcards.
